Raymond J. Kearney
P.E., BCEE, Vice President of Biosolids Projects
Raymond J. Kearney is EnerTech's Vice President of Biosolids Projects. He oversees biosolids project development including design implementation, overall management, operation, and coordination with participating public entities.

Mr. Kearney is a nationally recognized expert in the regulation and management of biosolids and has more than 38 years of professional engineering experience. This experience includes 30 years in the development and management of wastewater projects, primarily related to biosolids. Prior to joining EnerTech, he was assistant director of technical services for the City of Los Angeles, Bureau of Sanitation where he was responsible for 450 staff and an operating budget of $40 million per year. During his City career, he headed several significant biosolids projects including: the pilot testing of the Carver-Greenfield multiple effect evaporation drying system, ceasing ocean disposal of sludge, developing the nationally acclaimed beneficial use program for biosolids, and converting mesophilic digesters to thermophilic to achieve Class A biosolids. He also worked closely with the U.S. EPA from 1989 to 2004 on the development of the 40 CFR Part 503 regulations, including proposed amendments for dioxin-like compounds and radioactivity.

Mr. Kearney has served as co-chair of the National Association of Clean Water Agencies' biosolids committee for seven years, represented Southern California wastewater agencies on the Kern County Biosolids Ordinance Advisory Committee for two years, has authored or co-authored numerous papers on biosolids published in international journals, and is a board certified environmental engineer by the American Academy of Environmental Engineers.

Mr. Kearney has a Master of Science degree in Sanitary Engineering and remains active in numerous national, state, and local professional organizations.
